The New HDFC Bill is known as the “Jackson-Taylor HDFC Self-determination, Preservation and Affordability Act (S.880/A.2707)”
What is the new HDFC bill?
The new HDFC bill is actually two identical bills known as the “Jackson-Taylor HDFC Self-determination, Preservation and Affordability Act (S.880/A.2707),” introduced this year by HDFC supporters NYS Senator Robert Jackson and NYS Assemblymember Al Taylor. The Senate version of the bill has been co-sponsored by NYS Senator Cordell Cleare.
NYS Senate Bill S880-2025 and NYS Assembly Bill A2707 are exactly the same, word-for-word, but each must be approved in the NY State Senate and NY State Assembly and then signed by Governor Hochul to become a law. BUT…most bills never become laws because of lack of support…we cannot expect the HDFC bill to become law without organizing citywide!
What would the new bill do for HDFCs?
If we make ourselves heard NOW like never before, these bills could actually become law by the end of May 2025 and would:
- Provide a permanent tax break for all HDFCs before the current DAMP tax break expires in 2029, and without requiring HDFCs to sign a Regulatory Agreement;
- Ensure HDFC homeowners keep their equity and property rights;
- Make clear the legal status of HDFCs after their initial regulatory period expires;
- Create incentives for HDFCs to remain affordable for all current resident-shareholders;
- Maintain housing affordability in HDFCs by continuing income limits for new homeowners with simple annual self-certification to HPD;
- Renew the property tax forgiveness option for HDFCs in tax arrears.

Write a message to Governor Hochul, to tell her that Albany legislators should pass the Jackson-Taylor HDFC Self-determination, Preservation and Affordability Act (S.880/A.2707) and that she should sign it into law because 100,000 New Yorkers cannot afford to have their homes go into bankruptcy.
